Dear Sir:

 

On April 3, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-093-2M, HVAC Improvements to UV Building and Switchgear Building, OWRP.

 

In response to a public advertisement of October 1, 2025, a bid opening was held on November 4, 2025. The bid tabulation for this contract is:

 

IHC CONSTRUCTION COMPANIES, LLC                     $2,980,000.00

INDUSTRIA, INC.                     $3,770,790.00

 

IHC Construction Companies, LLC, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost range for this contract is $2,609,311.80 to $3,158,640.60, placing their bid of $2,980,000.00 within the engineer’s cost range estimate of the contract.

 

IHC Construction Companies, LLC, has executed the Multi-Project Labor Agreement (MPLA) Certificate as required. It is anticipated that the following trades will be utilized on this contract: carpenter, electrician, cement mason, operating engineer, pipefitter, sheet metal worker, insulator, iron worker, and laborer. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Veteran-Owned Business Enterprise (VBE) utilization goals for this contract are 20% MBE and/or WBE and 3% VBE policy goal.

 

IHC Construction Companies, LLC, is in compliance with the Affirmative Action Ordinance Revised Appendix D and Appendix V as indicated on the attached report. The bidder has committed to the following utilization goals for this contract: 21.6% MBE and .81% WBE. Bidder provided 1.21% for VBE policy goal participation.

 

The contract will require approximately twelve (12) jobs for the services.

 

The contract specifications require that all work commence 30 days after approval of the contractor’s bond and shall be completed within 547 calendar days after approval of the contractor’s bond.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 22-093-2M to IHC Construction Companies, LLC, in an amount not to exceed $2,980,000.00, plus a five (5) percent allowance for change orders in an amount of $149,000.00, for a total amount not to exceed $3,129,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2026 expenditure, in the amount of $1,490,000.00, are available in 201-50000-645780. The estimated expenditure for 2027 is $1,490,000.00. Funds for the 2027 expenditure are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
