Dear Sir:

 

On January 9, 2020, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 20-618-11, Furnish and Deliver HVAC and Refrigeration Parts and Services to Various Service Locations.

 

In response to a public advertisement of March 4, 2020, a bid opening was held on May 12, 2020. The bid tabulation for this contract is:

 

                     CORE MECHANICAL, INC.                     $409,400.00

                     AUTUMN CONSTRUCTION SERVICES INC.                     $415,450.00

                     THE STONE GROUP, INC.                     $470,570.00

                                                                                                        

Six hundred forty-three (643) companies were notified of this contract being advertised and twenty-six (26) companies requested specifications.

 

Core Mechanical, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $900,000.00, placing the bid of $409,400.00 approximately 55 percent below the estimate.

 

The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Small Business Enterprise (SBE), and Veteran Business Enterprise (VBE) utilization goals for this contract are: 20% MBE, 9% WBE, 10% SBE, and 3% VBE.

 

Core Mechanical, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D and Appendix V as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Small Business Enterprise (SBE) utilization goals for this contract are 20 percent MBE, 9 percent WBE, and the bidder offers self to satisfy the SBE participation.  The bidder has committed to 3% for VBE. 

 

Core Mechanical, Inc. has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  pipe fitters, machinists, electricians, and sheet metal workers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately six (6) people for the services.

 

The contract shall commence upon approval of the Contractor’s Bond and terminate thirty-six months thereafter, or upon expenditure of available funds, whichever occurs first.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 20-618-11 to Core Mechanical, Inc., in an amount not to exceed $409,400.00.

 

Funds for the 2020 expenditure, in the amount of $56,000.00, are available in Accounts 101-67000, 68000, 69000-612680, 623070, 623270.  The estimated expenditures for 2021 are $138,000.00, for 2022 are $138,000.00, and for 2023 are $77,400.00.  Funds for the 2021, 2022, and 2023 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
