Dear Sir:
On July 17, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 26-674-11, Furnish and Deliver Repair Parts and Services for Trucks and Trailers at Various Locations.
In response to a public advertisement of October 15, 2025, a bid opening was held on November 18, 2025. The bid tabulation for this contract is:
URT E&R TOWING INC $459,700.00
CARMICHAEL LEASING CO. INC $481,288.00
The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $482,700.00.
URT E & R Towing, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $482,700.00, placing the bid of $459,700.00 approximately 4.8% below the engineer’s estimate.
The Minority Business Enterprise (MBE) and/or Women Business Enterprise (WBE) utilization goals for this contract are 5% MBE and/or WBE.
URT E & R Towing, Inc., is in compliance with the Affirmative Action Ordinance Revised Appendix D as indicated on the attached report. The MBE and/or WBE utilization goals for this contract are 5% MBE and 5% WBE.
The Multi-Project Labor Agreement was not included in the contract because it is primarily a furnish and deliver contract for parts. Also, work will be performed offsite at the contractor’s repair facility.
The contract will require approximately two (2) people for the services.
The contract shall commence upon approval of the contractor’s bond and terminate on December 31, 2028, or upon expenditure of available funds, whichever occurs sooner.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 26-674-11 to URT E&R Towing, Inc., in an amount not to exceed $482,700.00.
Funds for the 2026 expenditure, in the amount of $143,800.00, are available in Accounts 101-66000/67000/68000/69000-612860/623250. The estimated expenditure for 2027 is $161,900.00, and for 2028 is $177,000.00. Funds for the 2027 and 2028 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
