TRANSMITTAL LETTER FOR BOARD MEETING OF JUNE 17, 2021

COMMITTEE ON PROCUREMENT

Mr. Brian A. Perkovich, Executive Director

Title

Report on rejection of bids for Contract 17-131-4F, McCook and Thornton Reservoirs Rock Wall Stabilization and Geotechnical Instrumentation, SSA and CSA, estimated cost range from $8,460,000.00 to $10,250,000.00

Body

Dear Sir:

On December 17, 2020, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 17-131-4F, McCook and Thornton Reservoirs Rock Wall Stabilization and Geotechnical Instrumentation, SSA and CSA.

In response to a public advertisement of March 17, 2021, a bid opening was held on May 25, 2021.

The bid tabulation for this contract is:

IHC CONSTRUCTION COMPANIES, L.L.C.                     $17,996,815.00

A review of the sole bid submitted by IHC Construction Companies, L.L.C., is approximately 75.6 percent over the high end of the estimated cost range and considered too high. The Engineering Department has determined that two separate contracts will be advertised in order to attract more bidders. There will be one contract for the McCook Reservoir  and one for the Thornton Reservoir. Therefore, the bid is rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed IHC Construction Companies, L.L.C., of this action.

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:cm
