Dear Sir:

 

On January 4, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-903-21, Centrifuge Improvements at the Stickney Water Reclamation Plant.

 

In response to a public advertisement of December 11, 2024, a bid opening was held on January 28, 2025. The bid tabulation for this contract is:

 

WILLIAM T CONNELLY INC D/B/A CONNELLY                     $5,450,000.00

ELECTRIC CO

 

The individual goals for this contract are 13% Minority-owned Business Enterprises (MBE) and 7% Women-owned Business Enterprises (WBE).

 

A review by the Diversity section of the sole bid from William T. Connelly, Inc. dba Connelly Electric Co. (Connelly) revealed that Connelly did not meet the goals of the contract and did not submit a waiver form. Connelly offered 9.5% MBE and 5.2% WBE participation, resulting in a shortfall of 3.5% MBE and 1.8% WBE. Connelly did not comply with the requirements set forth in the Affirmative Action Ordinance Revised Appendix D under Section 15, Utilization Plan Submission (a) and (c) and Section 16, Bid Submission Compliance Review (a) (ii).

 

Therefore, the Director of Procurement and Materials Management has rejected this bid based on the above and in the public’s best interest and has notified Connelly of this action.

 

The Maintenance and Operations Department will revise the contract documents and re-advertise this contract.
