Authorization is requested to issue a purchase order and enter into an agreement with Workforce Insight/Bronner Group Joint Venture to conduct a feasibility study on Automated Time Management Solutions for the District.
The objective is to complete a comprehensive feasibility study to document current processes, provide recommendations to optimize future processes, identify issues and resolutions, and document short and long-term benefits of an automated time management system.
The Request for Proposal 09-RFP-06 was advertised on February 25, 2009. Four hundred thirty five firms were notified and twenty eight firms requested proposal documents. Five acceptable proposals were received on March 20, 2009 from EquaTerra, Inc.; Dickinson & Associates, Inc.; Blackwell Consulting Services; Government Finance Officers Association (GFOA); and Workforce Insight/Bronner Group Joint Venture.
An evaluation committee consisting of employees from Finance, Human Resources and Procurement and Materials Management evaluated the proposals for the technical sufficiency based on evaluation criteria detailed in the Request for Proposal. Interviews were then held with all five proposers and the Best and Final Offers were requested from EquaTerra, Inc,; GFOA,; and Workforce Insight/Bronner Group Joint Venture. The Best and Final Offer from EquaTerra, Inc. was deemed non-responsive and therefore rejected.
Based on the evaluation of the proposals, the interviews and the Best and Final Offers, the evaluation committee recommended that a contract be awarded to Workforce Insight/Bronner Group Joint Venture. The professional qualifications and cost proposal from Workforce Insight and Bronner Group resulted in this firm being ranked number one.
The estimated completion date for the respective study is October 31, 2009.
Affirmative Action participation is not required due to the cost of this project.
Inasmuch as the firm of Workforce Insight/Bronner Group Joint Venture possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement per Section 11.4 of the Purchasing Act, in an amount not to exceed $21,000.00.
