Contract documents and specifications have been prepared for Contract 12-369-3S, Upper Des Plaines Intercepting Sewer 11D Rehabilitation, NSA.
The purpose of Contract 12-369-3S is to rehabilitate Upper Des Plaines Intercepting Sewer 11D including all associated manholes and structures. Upper Des Plaines Intercepting Sewer 11D was constructed in 1957 to provide an outlet for the sanitary sewers serving parts of Elk Grove Village and the Village of Mount Prospect. Upper Des Plaines Intercepting Sewer 11D was inspected with closed-circuit television inspection equipment in 2007, 2015, and 2021 per the District’s Capital Asset Management Program for underground infrastructure. The inspections revealed sewage solids deposits, infiltration, roots, and concrete erosion. In addition, physical inspections of the manholes and structures revealed cracks and infiltration. Rehabilitation is required to restore the hydraulic and structural integrity of the sewer, manholes, and structures.
The contract consists of the rehabilitation of 13,450 feet of 36” diameter sewer and 1,089 feet of 54” diameter sewer by cured-in place pipe lining, and rehabilitation of thirty-seven (37) manholes and six (6) structures.
The necessary right-of-way documents are being acquired and will be approved and finalized by the relevant parties prior to award.
It is estimated that 67 jobs will be created or saved as result of award of this contract, with an estimated 37,220 man-hours of skilled trades utilized.
The engineer’s estimated cost for this contract is between $16,150,000.00 and $19,550,000.00. The estimated cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $600,000.00.
The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 540 calendar days after approval of the contractor’s bond. Liquidated damages are $2,100.00 for each calendar day beyond the specified date for substantial completion and $700.00 for each calendar day beyond the specified date for final completion.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D, will be included in this contract. The work under this contract should be classified as “General Construction.” The associated Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Veteran-owned Business Enterprises (VBE) individual goals are 2 percent MBE and/or WBE and 3 percent VBE.

Funds for 2026 are being requested in Account 401-50000-645700.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 12-369-3S Upper Des Plaines Intercepting Sewer 11D Rehabilitation, NSA.
