Dear Sir:

 

On November 1, 2007, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Services for H.V.A.C. Controls in the Calumet Service Area.

 

In response to a public advertisement of November 28, 2007, a bid opening was held on December 18, 2007.  The bid tabulation for this contract is:

 

ACTION MECHANICAL, INC.                     $85,836.00

INTERNATIONAL PIPING SYSTEMS, INC.                     $90,188.40

INDEPENDENT MECHANICAL INDUSTRIES, INC.                     $103,160.00

ANCHOR MECHANICAL, INC.                     $105,792.00

 

Two hundred sixty-eight (268) companies were notified of this contract being advertised and ten (10) companies requested specifications.

 

A review of the low bid submitted by Action Mechanical, Inc., by the Maintenance and Operations Department, revealed that this firm does not have qualified staff to service the specified controls stated in the detailed specifications on page DS-2 under Contractor’s qualifications.  Therefore, the Purchasing Agent has notified Action Mechanical, Inc., that their bid is considered non-responsive and rejected.

 

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices.  The total amount to be expended on this contract, should usage differ from the estimated quantities, is not to exceed $90,000.00.

 

International Piping Systems, Inc., the lowest responsible bidder, is proposing to perform this contract, all in accordance with our specifications.  The estimated cost of this contract was $90,000.00, placing the bid of $90,188.40, approximately equal to this estimate.

 

International Piping Systems, Inc., has executed the Multi-Project Labor Agreement certificate as required.  The trades anticipated to be utilized on this contract are Pipefitters (with a specialty in HVAC Controls), and Electricians.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions. 

 

In view of the foregoing, it is recommended that this contract be awarded to International Piping Systems, Inc., in an amount not to exceed $90,000.00, subject to the contractor furnishing a performance bond in form satisfactory to our Legal Department and approved by the Purchasing Agent.  The estimated 2008, 2009, and 2010 expenditures are $30,000.00 each.  Funds for 2008 are available in Account No. 101-68000-612680.
