Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for professional services to conduct facility needs studies for the Hanover Park and Lemont Water Reclamation Plants (WRPs) at the request of the Monitoring and Research Department. This contract begins the first quarter of 2021 and ends December 31, 2022.

 

The purpose of this contract is to provide professional services to conduct facility needs studies, along with supplemental tasks, to complete the study or meet other Metropolitan Water Reclamation District of Greater Chicago objectives for the Hanover Park and Lemont WRPs. These facility needs studies will provide a strategic plan with recommendations for continued, reliable service into the future and will consider energy efficiency, future permit limits, potential service area growth, and resource recovery. The potential proposers will perform the following tasks for one or both WRPs:

 

1.                     Conduct a facility needs study.

2.                     Develop a whole plant hydraulic model.

3.                     Update the whole plant process model.

4.                     Conduct a structural condition assessment.

5.                     Perform an aeration system evaluation.

6.                     Evaluate decommissioning of the Lemont WRP with pumping to the Calumet WRP.

7.                     Supplemental services to aid with study development.

 

The estimated cost for this contract is $1,610,000.00. The estimated expenditures for 2021 and 2022 are $755,000.00 and $855,000.00, respectively.

 

A bid deposit is not required for this RFP.

 

Appendix A and Appendix V will be included in this RFP. The type of work to be performed under this contract is within the professional services category for establishing Minority-owned Business Enterprises (MBE), Woman-owned Business Enterprises (WBE), Small Business Enterprises (SBE), and/or Veteran-owned Business Enterprises (VBE) goals. The MBE, WBE and/or SBE goals for this contract are 20 percent MBE, 10 percent WBE, and 10 percent SBE. The VBE goal for this contract is 3 percent.

 

The tentative schedule for this contract is as follows:

The estimated expenditures for 2021 and 2022 are $755,000.00 and $855,000.00, respectively, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 20-RFP-16.
