Dear Sir:

 

Contract documents and specifications have been prepared for Contract 22-875-1S Television Inspection and Recording of Sewers and Manholes at Various Locations. 

 

The purpose of this contract is to have a contractor available to inspect and record sewers and manholes over a three-year period. The information will be used to update condition assessments of the District’s existing collection system infrastructure and prioritize repair and rehabilitation work.

 

The contract consists of several different methods to inspect the sewers, including video inspection, sonar inspection and multi-sensor inspection. Also included are video recording of manholes, laser profiling of manholes, video recording of TARP structures, scheduled cleaning services, emergency cleaning services, cured-in place pipe lining of District sewers less than or equal to 36-inches, material disposal and automated defect recognition.

 

The engineer’s estimated cost for this contract is between $4,560,000.00 and $5,520,000.00. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $240,000.00.

 

The contract specifications require that all work shall be completed within 1,095 calendar days after approval of the contractor’s bond.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The work under this contract is classified as “Construction Services.” The associated Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), and Veteran-owned Business Enterprise (VBE) individual goals are: 12 percent MBE and/or WBE and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Advertise                     May 31, 2023

Bid Opening                     July 18, 2023

Award                     October 5, 2023

Completion                     October 4, 2026

 

Funds are available in Account 101-50000-612240.

 

Funds for 2023 in the amount of $200,000.00 are available in Account 101-50000-612240. Funds for subsequent years, 2024, 2025 and 2026 are contingent on the Board of Commissioners approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 22-875-1S.
