Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Mobile Health and Testing Services, Inc. (MHTS) to perform services in circumstances when employees are subject to the District’s random drug testing policy and in post-accident and reasonable suspicion situations when drug testing is required. This professional services contract will cover the period from January 1, 2023 through December 31, 2025. These services were provided by Mobile Health and Testing Services, Inc. (MHTS) for the last three years. The current agreement with MHTS will expire on December 31, 2022.

 

On July 6, 2022, request for proposal forContract22-RFP-16, On-site Mobile Drug and Alcohol Testing Services for Selected Employees was advertised. Thirty-four (34) firms were notified, and nineteen (19) firms requested proposal documents. On August 6, 2022 the District received three (3) responsive proposals from the following vendors: Advocate Aurora Health, Alia Drug Testing, and Mobile Health and Testing Services, Inc.

 

The proposals were evaluated by staff from the Human Resources Department, Maintenance & Operations Department, and the Procurement and Materials Management Department. The criteria for these evaluations were outlined in request for proposal for Contract 22-RFP-16 and included: understanding of the services to be provided; approach to the work; experience and technical competence; personnel effectiveness; financial stability; compliance with insurance and licensure requirements; and cost. Following the preliminary evaluation of the proposal, excluding cost, all proposers were interviewed on Friday, September 16, 2022. All firms were invited to submit their Best and Final Offers (BAFOs) by Tuesday, October 4, 2022.

 

After the overall evaluation of the proposers, it is recommended that a purchase order be awarded to MHTS. MHTS has been in business for ten years and specializes in drug and alcohol testing services. MHTS has a strong understanding of industry standards, and comprehensive knowledge of testing requirements for employees covered by the Department of Transportation regulations. MHTS serves more than 250 local Chicagoland companies, both small and large, and completes more than 10,000 drug and alcohol tests each year. The services provided by MHTS are available 24 hours a day, seven days a week, 365 days per year.

 

The Diversity Section reviewed the request for proposal and concluded that Appendix A and Appendix V would not be applicable since the estimated total expenditures are below $100,000.00.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Mobile Health and Testing Services, Inc. in an amount not to exceed $45,000.00.

 

The estimated expenditure for years 2023, 2024, and 2025 is $15,000.00 per year. Funds are available in Account 101-25000-612260 for these years are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
