Dear Sir:
Request for Proposal (RFP) documents have been prepared for Master Agreement for Professional Development Courses at the request of the Human Resources Department. The contract begins in 2021, for a three-year period ending in 2023.
The purpose of this contract is to select universities or other organizations experienced in the development and delivery of professional training to provide courses and seminars for the engineering and scientific fields and non-scientific professions in areas such as Human Resources, Finance, Law, Procurement, General Administration, Maintenance and Operations, Information Technology and Treasury functions. This is an indefinite delivery, indefinite quantity contract to provide specialized training on an as-needed basis. The courses and workshops are typically one (1) to five (5) days in duration and cover topics from introductory to advanced levels. The delivery of the trainings will be either in-person or on-line, depending on the courses or workshops. On-line trainings may be conducted via video conferencing, on-line meetings, screen sharing and webinars by use of computers, audio, and internet access.
There is no cost estimate for this contract because it is an indefinite delivery, indefinite quantity contract that will be used on an “as needed” basis.
A bid deposit is not required for this RFP.
Appendix A and Appendix V will not be included in this RFP due to the scope of work to be performed under this contract. The requested services do not provide practical or cost-effective opportunities for direct or indirect subcontracting. Universities and other organizations with experience in the development and delivery of professional training typically contract using their own staff. Therefore, the Affirmative Action Appendix A and Appendix V should not be included.

Proposals Received September 25, 2020
Award November 5, 2020
Completion December 31, 2023
Funds for years 2021, 2022, and 2023 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 20-RFP-11.
