Dear Sir:

 

Contract documents and specifications have been prepared for Contract 27-692-11, Utilization and Transportation of Air Dried Biosolids from LASMA and CALSMA, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to procure services to transport and utilize biosolids for a two-year period. There will be two groups: Group A for LASMA and Group B for CALSMA. Separate contracts could be awarded for each group.

 

The estimated cost for this contract is $4,154,000.00. The estimated 2027, 2028, and 2029 expenditures are $1,604,000.00, $1,900,500.00 and $649,500.00, respectively.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance Revised Appendix D will be included in this contract. The work to be performed under the contract is classified as “Hauling Services”. The associated utilization goals for this contract are 20% Minority Business Enterprises (MBE) and 13% Women Business Enterprises (WBE).

 

The tentative schedule for this contract is as follows:

 

Advertise                                           November 18, 2026

Bid Opening                        December 15, 2026

Award                                                               January 21, 2027

Completion                                          February 28, 2029

 

Funds for 2027, 2028, and 2029 are being requested in Accounts 101-68000/69000-612520 and are contingent upon the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 27-692-11.
