TRANSMITTAL LETTER FOR BOARD MEETING OF MARCH 6, 2008

COMMITTEE ON PURCHASING

Mr. Richard Lanyon, General Superintendent

Title

Report on rejection of bids for Contract 08-963-11, for Pavement Repairs in the Stickney, LASMA and Outlying Service Areas, Estimated Cost:  $650,000.00

Body

Dear Sir:

On November 15, 2007, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Pavement Repairs in the Stickney, LASMA and Outlying Service Areas.

In response to a public advertisement of December 19, 2007, a bid opening was held on January 15, 2008.  The bid tabulation for this contract is:

GROUP A

ACCU-PAVING CO., A DIVISION OF MERTES                     $67,250.00

 CONTRACTING CORP.

CHICAGOLAND PAVING CONTRACTORS, INC.                     $133,880,500.00*

GROUP B

ACCU-PAVING CO., A DIVISION OF MERTES                     $379,826.50

 CONTRACTING CORP.

CHICAGOLAND PAVING CONTRACTORS, INC.                     $2,283,898,890.00*

*corrected total

Four hundred sixty-four (464) companies were notified of this contract being advertised and twenty (20) companies requested specifications.

After review of the bids, the Maintenance and Operations Department has notified the Purchasing Department that the bids submitted by the lowest responsible bidder, Accu-Paving Co., A Division of Mertes Contracting Corp., is 34.5 percent above the Engineer’s estimate for Group A, and 26.6 percent above the Engineer’s estimate for Group B, and are considered too high for an award.  The Maintenance and Operations Department has recommended that all bids be rejected.  The Purchasing Agent concurs with this finding.  Therefore, the Purchasing Agent has notified these firms that their bids have been rejected in the public’s best interest.

This contract will be reviewed and revised prior to re-advertisement.

Respectfully submitted, Darlene A. LoCascio, Purchasing Agent, DAL:SEB:klv
