Contract documents and specifications have been prepared for Contract 21-091-3P, Phosphorus Removal Modifications to Battery D, O’Brien Water Reclamation Plant (OWRP).
The purpose of this project is to modify the existing Battery D aeration tanks to improve biological phosphorus removal within that battery. The modifications are required to achieve a monthly average phosphorus effluent limit of 1.0 mg/L, effective August 1, 2027, per the National Pollution Discharge Elimination System permit. Modifications will be required in all OWRP treatment batteries; however, Battery D will be the first to implement the improvements. Phosphorus removal will be accomplished with sidestream enhanced phosphorus removal (S2EBPR).
The project consists of the following:
1. Conversion of Aeration Tank No. 1 to a fermenter tank with mixers.
2. Construction of a return activated sludge (RAS) Pump Station Building with pumps and RAS piping.
3. Installation of fermented sludge pumps, which will discharge from the fermenter tank to the mixing channel.
4. Modification of Aeration Tanks No. 2 through 8 by providing mixers and baffle walls.
It is estimated that 82 jobs will be created or saved as a result of award of this contract with an estimated 30,424 man-hours of skilled trades utilized.
The estimated cost for this contract is between $16,638,205.00 and $20,140,985.00. The cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $600,000.00.
The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 548 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
An IEPA Construction Permit is required for this project and the application has been submitted to the IEPA for approval.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Veteran-owned Business Enterprises (VBE) utilization goals. The tailored MBE, WBE and VBE utilization goals for this contract are: 20 percent MBE, 9 percent WBE and 3 percent VBE.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 21-091-3P.
