TRANSMITTAL LETTER FOR BOARD MEETING OF JULY 15, 2021

COMMITTEE ON STORMWATER MANAGEMENT

Mr. Brian A. Perkovich, Executive Director

Title

Authority to negotiate intergovernmental agreements for the acquisition of flood-prone properties in Lyons, Northlake, Willow Springs, and Winnetka

Body

Dear Sir:

The Engineering Department recently invited each municipality and township within the District’s Corporate limits to submit applications for potential flood-prone property acquisition projects. Four applications were submitted and all four meet the requirements of the District’s Flood-Prone Property Acquisition policy under the Local Government Application Program adopted by the Board of Commissioners on August 7, 2014.

The four projects consist of thirty (30) flood-prone properties in the municipalities of Lyons, Northlake, Willow Springs, and Winnetka. Attached is an exhibit illustrating the project locations.

Based on the foregoing, it is requested that the Board of Commissioners grant authority for the District to negotiate Intergovernmental Agreements (IGAs) with the municipalities of Lyons, Northlake, Willow Springs, and Winnetka for the acquisition of flood-prone properties. Once the parties agree in principle, authority to enter the IGAs will be sought from the District’s Board of Commissioners.

Requested, Catherine A. O’Connor, Director of Engineering, KMF:JK

Recommended, Brian A. Perkovich, Executive Director
