Dear Sir:

 

Contract documents and specifications have been prepared for Contract 27-601-31, Rehabilitation of Hydroelectric Turbine-Generator Units at Lockport Powerhouse, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to perform inspection, testing, and rehabilitation of two Kaplan turbines at the Lockport Powerhouse. The project consists of disassembly of the turbine, inspection of the turbine rotating assembly, testing of the turbine blades and generator components, and repair or replacement of any deficient equipment.

 

The estimated cost for this contract is between $18,525,000.00 and $22,425,000.00.

 

The bid deposit for this contract is $600,000.00.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V will not be included in this contract because there are insufficient numbers of certified MBEs, WBEs, and VBEs available to perform the specialized scope of work.

 

The tentative schedule for this contract is as follows:

Advertise                                            November 4, 2026

Bid Opening                         December 16, 2026

Award                                                               January 21, 2027

Completion                          December 31, 2029

 

Funds are available in Account 401-50000-645720.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 27-601-31.
