Dear Sir:
Authorization is requested to issue a purchase order to Environmental Systems Research Institute, Inc. (ESRI) to furnish and deliver ESRI GIS Concurrent Use Licenses to the District. All ESRI GIS Concurrent Use Licenses will be delivered by December 31, 2008.
ESRI GIS Concurrent Use Licenses will allow multiple and concurrent usage of the following ESRI GIS software products: ArcInfo, ArcView, ArcGIS Server Advanced Enterprise, ArcGIS Server Advanced Enterprise Staging, PLTS for ArcGIS Foundation, ArcGIS Spatial Analyst, ArcGIS 3D Analyst, ArcGIS Network Analyst, ArcGIS Schematics, ArcGIS Publisher, ArcGIS Data Interoperability and Job Tracking for ArcGIS.
The procurement of the above ESRI GIS Concurrent Use Licenses will provide for the continued efforts in establishing the District’s EGIS (Enterprise) architecture and framework. The Information Technology Department is in need of procuring the ESRI GIS Concurrent Use Licenses for use in the development, implementation and support of the EGIS enterprise databases, administration and development of EGIS functionality and applications. In procuring the concurrent use licenses, users will have the capability to further enhance and develop GIS information to meet their specific needs. The ESRI products utilize the latest GIS technology which provides essential tools required in sustaining the support efforts for the District’s EGIS (Enterprise) architecture and framework.
Environmental System Research Institute, Inc. (ESRI), the manufacturer and sole source of supply and in conjunction with the City of Chicago’s purchasing agreement and price list with ESRI, Contract # 97MPA4029, has submitted prices for the ESRI GIS software licenses required. Inasmuch as Environmental Systems Research Institute, Inc. is the only source of supply for the ESRI GIS software licenses listed in the price list of the contract, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
Environmental Systems Research Institute, Inc. (ESRI) is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement is not applicable to this contract because it is primarily a furnish and deliver contract.
In view of the foregoing, it is recommended that the Purchasing Agent be authorized to issue a purchase order to Environmental Systems Research Institute, Inc. (ESRI) in an amount not to exceed $236,545.00.
Funds are available in Accounts 101-27000-623800,634820.
