Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for Contract 25-RFP-06, FERC Relicensing for Lockport Powerhouse, at the request of the Maintenance and Operations Department.

 

The purpose of this request for proposal is to obtain the services of a consultant to manage and complete all activities necessary for the relicensing of Project No. 2866, also known as the Lockport Powerhouse, with the Federal Energy Regulatory Committee (FERC). These services will include agency coordination, conducting studies, preparing and submitting applications, and performing all related tasks.

 

The estimated cost for this RFP is $2,000,000.00. The estimated expenditures over a six (6) year period are $375,000.00 each year for 2026 through 2030 and $125,000.00 for 2031.

 

The Affirmative Action Appendix A and Appendix V will not be included in this RFP because the highly specialized nature of the services does not provide practical opportunities for subcontracting.

 

The tentative schedule for this request for proposal is as follows:

Award                                                                                      February 5, 2026

Completion                                                                      November 30, 2031

 

Funds for 2026 are being requested in account 101-66000-612430. Funds for subsequent years, 2027 through 2031, are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-RFP-06.
