Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Civil & Environmental Consultants, Inc. for Contract 19-RFP-40 Safety Consulting Services for the District. The duration of this contract is expected to be six months or less from the date of approval by the Board of Commissioners.

 

Request for Proposal 19-RFP-40 was advertised on November 6, 2019. There were four firms that submitted proposals: Civil & Environmental Consultants, Inc., Hygieneering, Inc., Ideal Safety Communications, Inc., and Spectrum Safety Training, Inc.on December 6, 2019.

 

An evaluation committee consisting of personnel from the Human Resources Department (including Risk Management and Safety), the Maintenance and Operations Department,  and the Procurement and Materials Management Department, evaluated the proposals based on understanding of the project, prior experience with public entity clients, proposed approach to the work, technical competence, and the ability to meet the District’s requirements. It was the consensus of the committee that three of the four proposers were qualified to perform the work for Safety Consulting Services. The fourth proposal, Spectrum Safety Training, Inc., was considered incomplete and therefore non-responsive.

 

Three firms were interviewed and each was invited to submit a best and final offer (BAFO). One firm Hygieneering, Inc. did not submit a best and final cost proposal. Upon completion of the evaluation process, Civil & Environmental Consultants, Inc. received the highest ratings and proposed the lowest best and final cost to the District.

 

Civil & Environmental Consultants, Inc. (CEC) has over thirty years’ nationwide experience providing environmental, health and safety consulting services. Established in 1989, CEC has more than 1,000 employees consisting of engineers, safety and operations staff who have experience and expertise in developing safety and compliance programs for various industrial clients.

 

The proposed project plan includes an assessment of the organizational effectiveness of the District’s current safety program; review and recommendations to the existing Safety Rules manual; developing a Standard Operating Procedures Template(s) for hazardous work locations/assignments and developing a training topic schedule/matrix to cover all categories of workers. CEC has a highly qualified team with extensive experience working in the public sector environment, including several municipal water and wastewater clients and is well positioned to provide the guidance and expertise needed for this project.

 

The Affirmative Action Appendix A and Appendix V was not included in this RFP because the estimate for these services is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Civil & Environmental Consultants, Inc. for safety consulting services, in an amount not to exceed $40,680.00.

 

Funds are available in Account 101-25000-612430.
