Dear Sir:
Contract documents and specifications have been prepared for Contract 24-901-31, Aeration Blower Improvements at the Stickney Water Reclamation Plant, at the request of the Maintenance and Operations Department.
The purpose of this contract is to replace the legacy process and master control equipment on the six (6) aeration blowers located in the Pump and Blower Facility at the Stickney Water Reclamation Plant. The project consists of the following:
1. Replace the PLC Control system and user interface for the six blowers and master control panels.
2. Upgrade the PanelView Display systems and interface with each blower system.
3. Modify existing electrical conduit and cables.
4. Connect the control system to the Distributed Computer System.
The estimated cost of this contract is between $14,725,000.00 and $17,825,000.00.
The bid deposit for this contract is $600,000.00.
The Multi-Project Labor Agreement (MPLA) will be included in this contract.
The Affirmative Action Ordinance Revised Appendix D and Appendix V will be included in this contract. The type of work to be performed under the contract is within the “Electrical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The associated utilization goals for the portions of the work subject to Appendices D and V are 15% MBE and/or WBE and 3% VBE.
The tentative schedule for this contract is as follows:

Bid Opening June 2, 2026
Award July 16, 2026
Completion December 31, 2031
Funds are available in Account 401-50000-645750.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-901-31.
