Dear Sir:
On January 18, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 14-253-5F, Flood Control Project on Midlothian Creek in Robbins, Illinois.
In response to a public advertisement of February 14, 2024, a bid opening was held on April 2, 2024. The bid tabulation for this contract is:
V3 CONSTRUCTION GROUP, LTD. $19,850,000.00
MICHELS CONSTRUCTION, INC. $23,270,158.00
F.H. PASCHEN, SN NIELSEN & ASSOCIATES, LLC $23,896,000.00
PAN-OCEANIC ENGINEERING CO., INC. $29,087,440.90
A review of the low bid from V3 Construction Group, Ltd. (V3), is considered non-responsive and rejected. A review by the Acting Diversity Administrator revealed that V3 listed an MBE firm on their utilization plan that did not match the Subcontractors Letter of Intent for that work on the contract. Therefore, V3 did not comply with Affirmative Action Ordinance Revised Appendix D under Section 15, Utilization Plan Submission (d) and Section 16, Bid Submission Compliance Review (a)(i). Therefore, the Director of Procurement and Materials Management has informed V3 Construction Group, Ltd. of this action.
Michels Construction, Inc. (Michels), the second lowest bidder, failed to submit their pricing on the correct proposal pages, P-1X through P-11X via Addendum number 3, as required. Therefore, the Director of Procurement and Materials Management has informed Michels Construction Inc. of this action.
A review of the remaining bids, from F.H. Paschen, S.N. Nielsen & Associates LLC, and Pan-Oceanic Engineering Co., Inc., are considered too high over the high end of the estimate by 14.6 percent, and 39.5 percent, respectively. The bids are rejected based on the above information and in the public’s best interest. The Director of Procurement and Materials Management has notified all bidders above of this action.
The Engineering Department will re-advertise this contract.
