Dear Sir:
On August 9, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 12-666-11 Hazardous Waste Disposal at Various Locations.
In response to a public advertisement of October 3, 2012, a bid opening was held on October 30, 2012. The bid tabulation for this contract is:
VEOLIA ES TECHNICAL SOLUTIONS, LLC $144,290.00
Four hundred sixteen (416) companies were notified of this contract being advertised and twenty (20) companies requested specifications.
Veolia ES Technical Solutions, LLC, the sole responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $210,000.00 placing the total bid of $144,290.00, approximately 31.3 percent below the estimate.
The Multi-Project Labor Agreement (MPLA) is not included in this contract because the classification of work does not fall within the provisions of the MPLA.
The Revised Appendix D was not included in this contract due to the highly specialized nature of the work.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 12-666-11, to Veolia ES Technical Solutions, LLC, in an amount not to exceed $144,290.00, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds for the 2012 expenditure in the amount of $25,000.00 are available in Account 101-66000-612520. The estimated expenditure for 2013 is $48,096.00, for 2014 is $48,096.00, and for 2015 is $23,098.00. Funds for 2013, 2014, and 2015 expenditures are contingent on the Board of Commissioners' approval of the District's budget for those years.
