Authority to issue a one-month permit to Commonwealth Edison Company to access the District's Touhy Avenue (O'Hare) Reservoir to perform soil resistivity testing. Consideration shall be a fee of $5,000.00

Dear Sir:

 

Commonwealth Edison Company ("ComEd") has requested a one-month permit to access the District's Touhy Avenue (O'Hare) Reservoir located south of the I-90 Tollway and west of Mount Prospect Road in Des Plaines, Illinois, to perform soil resistivity testing in connection with its plan for the construction of a substation, including a 138 kV underground high voltage distribution line.

 

The resistivity testing will take place on the western edge of the reservoir and requires insertion of four nondestructive metal probes to a depth of approximately 3-18 inches, connecting to a testing machine via wiring and collecting resistivity measurements at multiple distances.

 

The District’s technical departments have reviewed ComEd’s permit request and have no objections thereto. A permit fee in the amount of $5,000.00 is recommended, as the pro rata share of 10% of the fair market value of the land would yield a fee less than the District's minimum permit fee of $5,000.00.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it issue a one-month permit to Commonwealth Edison Company to access the District's Touhy Avenue (O'Hare) Reservoir to perform soil resistivity testing. Consideration shall be a fee of $5,000.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
