Dear Sir:

 

Contract documents and specifications have been prepared for Contract 20-987-11, Specialty Railroad Track Services in the Stickney Service Area, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to inspect and repair the railroad system in the Stickney Service Area for a 36-month period.

 

The estimated cost for this contract is $856,000.00.

 

The estimated 2020, 2021, 2022, and 2023 expenditures are $6,000.00, $250,000.00, $250,000.00, and $350,000.00, respectively.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D, will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Small Business Enterprise (SBE) utilization goals. The tailored utilization goals for this contract are 8% MBE and/or WBE and 8% SBE. Appendix V will not be included.

 

The tentative schedule for this contract is as follows:

Advertise:                     May 13, 2020

Bid Opening:                     June 9, 2020

Award:                                          July 16, 2020

Completion:                      December 31, 2023

 

Funds for 2020 are available in Account 101-69000-612670. Funds for the subsequent years, 2021, 2022, and 2023, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 20-987-11.
