TRANSMITTAL LETTER FOR BOARD MEETING OF MAY 15, 2008

COMMITTEE ON PURCHASING

Mr. Richard Lanyon, General Superintendent

Title

Report on rejection of bids for Contract 08-961-11 for Roof Replacement at the Mainstream Pumping Station, Estimated Cost:  $673,000.00 (As Revised)

Body

Dear Sir:

On February 7, 2008, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Roof Replacement at the Mainstream Pumping Station.

In response to a public advertisement of March 26, 2008, a bid opening was held on April 22, 2008.  The bid tabulation for this contract is:

G. E. RIDDIFORD CO.                     $607,300.00

KNICKERBOCKER ROOFING & PAVING CO., INC.                     $620,750.00

ANTHONY ROOFING, A TECTA AMERICA COMPANY                     $685,892.00

Five hundred five (505) companies were notified of this contract being advertised and fourteen (14) companies requested specifications.

A review of the bid documents revealed that the bid submitted by G. E. Riddiford Company failed to sign page D-25 of the Utilization Plan as required.  The bids submitted by Knickerbocker Roofing & Paving Company Inc., and Anthony Roofing, A Tecta America Company did not contain the required Exhibit B, Subcontractor’s Letter of Intent, as required for PCE’s listed in the Utilization Plan, and none were received in the Purchasing Department, following the bid opening, from either firm during the three (3) day period allowed under the Revised Appendix D.

Based on the above information, all bids have been rejected by the Purchasing Agent, in accordance with the Revised Appendix D Ordinance and in the public’s best interest.

The contract will be reviewed prior to re-advertisement.

Respectfully Submitted, Darlene A. LoCascio, Purchasing Agent, DAL:SEB:klv
