Dear Sir:
Contract documents and specifications have been prepared to furnish and deliver Radiochemical Analyses of Water and Wastewater Samples, for the Monitoring and Research Department for a twenty-one (21) month period. This contract will begin approximately on July 1, 2016.
The purpose of this contract is to provide radiochemical analyses of water and wastewater samples for the Environmental Monitoring and Research Division at the Lue-Hing Research and Development Complex. The District no longer has a laboratory to analyze the radioactivity of samples; therefore, the analyses must be outsourced.
The estimated cost for this contract is $39,925.00. The estimated 2016, 2017 and 2018 expenditures are $9,925.00, $23,000.00 and $7,000.00, respectively.
A bid deposit is not required for this contract.
The Multi-Project Labor Agreement is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.
The Affirmative Action Ordinance, Revised Appendix D will not be included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

Completion March 31, 2018
Funds for the current year are available in Account 101-16000-612490. Funds for subsequent years, 2017 and 2018, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 16-102-11.
