Dear Sir:

 

Contract documents and specifications have been prepared for Contract 07-027-3S North Side Sludge Pipeline Replacement - Section 1, NSA.

 

The purpose of this project is to replace the 16-inch diameter force main of the North Side Sludge Pipeline and rehabilitate 43 existing structures.

 

The project consists of the installation of approximately 19,500 feet of 20-inch diameter high density polyethylene (HDPE) pipe using the directional drilling and open-cut methods, construction of 21 new cast-in-place structures and 2 precast manholes, modification of 2 existing structures, abandonment of the existing 16-inch diameter force main and structures and removal and replacement of existing piping and valves in the 43 existing structures.

 

It is estimated that 161 jobs will be created or saved as a result of award of this contract with an estimated 44,421 man-hours of skilled trades utilized.

 

The necessary right-of-way documents are being acquired and will be approved and finalized by the relevant parties prior to award.

 

The estimated cost for this contract is between $15,546,750.00 and $18,819,750.00.

 

The bid deposit for this contract is $600,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 970 calendar days after approval of the contractor’s bond. Liquidated damages are $1,200.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial completion and $400.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Interim Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General Construction” category Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Small Business Enterprises (SBE) and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, SBE and VBE utilization goals for this contract are: 20 percent MBE, 10 percent WBE, 10 percent SBE, and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Funds are available in Account 401-50000-645750.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 07-027-3S.
