Dear Sir:

 

Contract documents and specifications have been prepared for Contract 96-251-2P Sludge Thickening Facilities at the Calumet Water Reclamation Plant, at the request of the Maintenance and Operations Department.

 

The purpose of the project is to upgrade the sludge thickening system, increase the solids capture rates, reduce the quantity of solids recycled to the head end of the plant, and thus reduce maintenance and operation costs.

 

The project consists of installing four Gravity Belt Thickeners and associated equipment for thickening Waste Activated Sludge (WAS). The existing twelve (12) Gravity Concentration Tanks will be upgraded and maintained in service solely for the thickening of primary sludge.  The existing rectangular tanks will be modified to provide space for holding the WAS, blending the thickened sludge, and holding the digested sludge.  This project was developed as part of the Calumet Master Plan.

 

The estimated cost for this contract is $9,500,000.00.

 

The bid deposit for this contract is $380,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 900 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $500.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in this contract.

 

Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the “Construction Services - GC” category for establishing PCE utilization goals. The PCE utilization goals for this contract are 20% Minority Business Enterprises (MBE), 10% Women’s Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Award                     December 03, 2009

Completion                      June 05, 2012

 

Funds are available in Accounts 401-50000-645650 and 645750.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 96-251-2P.
