Authorization is requested to issue a purchase order and enter into an agreement with WSP USA INC. (WSP) for Contract 25-CON-03 Green Infrastructure Planning and Support Services (Project 26-804-5F), in an amount not to exceed $1,750,000.00.
The professional services required as part of this contract will include Green Infrastructure (GI) planning for a conceptual project in the Village of Brookfield (Village). The Village’s conceptual project was submitted to the District during our recent call for stormwater partnership projects, and technical assistance will be provided to the Village to assist in prioritizing and advancing GI projects to alleviate localized flooding concerns.
Additional tasks anticipated under this professional service contract include: development of a project performance management system for District partnership projects; technical support of District-led GI projects; and assessing the feasibility of and developing funding strategies to facilitate expanding GI partnerships with public agencies.
Authority to enter into this new agreement with WSP is requested to supplement staff within the Engineering Department (Engineering) in advancing ongoing and future design of GI projects.
The time allowed for services to be performed under this agreement is 1,095 days from the date the contract is awarded. There are no provisions in the agreement for extension of time except for such reasonable period as may be agreed upon between parties.
WSP is registered and in good standing with the State of Illinois.
Engineering conducted a consolidated consultant selection process to assess prospective consulting engineering firms for professional services for the planning and design of stormwater management projects. Requests for Statement of Qualifications were sent to twenty-five (25) firms, and twelve (12) responded. After reviewing all the Statements of Qualifications, nine (9) were chosen for interviews by the District’s selection advisory committee. Following scoring of the interview phase, Engineering determined the highest-scoring firms in the following order:
1. Greenprint Partners
2. WSP USA INC.
3. Environmental Consulting and Technology
4. Strand Associates
While all the above firms are determined to be suitable to provide GI consulting services, WSP is being selected due to its next highest ranking after the first company, which has already begun negotiations for a different GI consulting project. Consultants for future GI consulting contracts will be selected in the order of the above list until exhausted.
WSP has submitted a proposal in the amount of $1,750,000.00 for GI planning and support services as detailed above. Engineering has reviewed the proposal and found it to be acceptable.
It is estimated that approximately 50 people will work on the contract at various times with an anticipated total of 9,355 man-hours. The average payroll rate will be approximately $68.99.
WSP shall be paid an hourly rate based on the direct labor rate in effect for the year the work is performed, times an overall multiplier of 2.6728, plus reimbursable direct costs, up to a total amount not to exceed $1,750,000.00.

The firms GSG Consultants, Inc. and American Survey and Engineering, PC, are Minority-owned Business Enterprises (MBE). The firm Atlas Engineering Group, Ltd is a Women-owned Business Enterprise (WBE). The firm Orion Engineers, PLLC, is a Veteran-owned Business Enterprise (VBE). All MBE, WBE, and VBE firms will actively participate in providing services for the core elements required by the agreement.
The Diversity Section has reviewed the agreement and concluded that the MBE, WBE, and VBE firms are in accordance with the District’s Affirmative Action Policy. The agreement shall be subject to the approval of the Law Department as to form and legality.
Inasmuch as the firm of WSP possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement without advertising, per Section 11.4 of the Purchasing Act, in an amount not to exceed $1,750,000.00.
Funds for the 2026 expenditure, in the amount of $100,000.00, are available in Account 501-50000-612450. The estimated expenditure for 2027 is $440,000.00, for 2028 is $605,000.00, and for 2029 is $605,000.00. Funds for 2027, 2028, and 2029 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
