Dear Sir:

 

Authorization is requested to issue a direct voucher payment to the Water and Wastewater Leadership Center for four (4) senior managers to attend a two and one-half day Alumni Program in Chapel Hill, North Carolina.  All four senior managers completed the initial 12-day leadership development program at the Leadership Center in 2007, which was held from March 18 - March 30, 2007.  The four individuals who are graduates of the Leadership Center are:  Thomas Granato, Assistant Director of Research & Development, Thomas Kunetz, Assistant Chief Engineer, Sanjay Patel, AETPO III, and Manju Sharma, Assistant Chief Engineer.

 

Established in 2000, the goal of the Leadership Center is to prepare and develop leaders and management executives for water and wastewater utilities throughout the United States, so these organizations can meet the public’s current and future demands for the highest level of service, quality and efficiency.

 

The two and one-half day education experience, to be held from September 8 - 10, 2008, allows graduates of the Leadership Center to reconnect and further network with their classmates and faculty.  The course work during the Alumni Program reinforces and refreshes the principles learned during the two-week program as well as offering a more in-depth view on subjects such as finance, leveraging technology and current political challenges facing utilities.  Graduates will have the opportunity to revisit their Personal Development Plans to assess their progress over the last 18 months and refocus their goals.

 

The tuition for the Alumni Program is $3,500.00 per participant - for a total of $14,000.00.  This includes two and one-half days of instruction, all curriculum materials, residential accommodations and meals.

 

In view of the foregoing, approval is requested to issue a direct voucher payment to the Water and Wastewater Leadership Center for the tuition fees for the four District employees to attend the Alumni Program in an amount not to exceed $14,000.00.  Inasmuch as this program is not available through any other means, it is requested that attendance and payment be approved without competitive bidding, in accordance with Section 11.4 of the District’s Purchasing Act.  Funds are available in Accounts 101-16000-601100, 101-66000-601100, 101-67000-601100 and 201-50000-601100.
