Dear Sir:

 

On March 19, 2026, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 26-653-11, Underground Infrastructure Cleaning at Various Locations.

 

In response to a public advertisement of April 22, 2026, a bid opening was held on May 19, 2026. The bid tabulation for this contract is:

 

PIPE VIEW LLC DBA PIPE VIEW AMERICA                     $2,251,511.95

NATIONAL POWER RODDING CORPORATION                     $3,136,550.00

 

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $2,809,800.00.

 

Pipe View, LLC dba Pipe View America (Pipe View), the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $2,809,800.00, placing the bid of $2,251,511.95 approximately 19.9% below the engineer’s estimate.

 

Pipe View has executed the MPLA certificate as required. It is anticipated that the following construction trades will be utilized on this contract: laborers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V goals for this contract are 9% Minority Business Enterprise (MBE) and/or Women Business Enterprise (WBE), and 3% policy goal for the Veteran-Owned Business Enterprise (VBE).

 

Pipe View is in compliance with the Affirmative Action Ordinance Revised Appendix D and the Appendix V as indicated on the attached report. The contractor commits to 3.8% MBE and 5.7% WBE. The bidder offered 0% VBE and the good faith efforts were approved

 

The contract will require approximately three (3) people for the services.

 

The contract shall begin on September 1, 2026, or upon approval of the contractor’s bond, whichever occurs later, and terminate twenty-four (24) months thereafter, or upon expenditure of available funds, whichever occurs sooner.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 26-653-11 to Pipe View, in an amount not to exceed $2,809,800.00.

 

Funds for the 2026 expenditure, in the amount of $209,800.00, are available in Account 101-66000-612600. The estimated expenditures for 2027 and 2028 are $1,500,000.00, and $1,100,000.00, respectively, and are contingent on the Board of Commissioners’ approval of the budget for those years.
