Dear Sir:
Request for Proposal (RFP) documents have been prepared for Workplace Ethics Training at the request of the Human Resources Department. The contract begins in 2020, for a three-year period ending in 2023.
The purpose of this contract is to select a qualified vendor to begin developing an on-line training program for employees and lobbyists in 2020 and update the course for amendments, if any, to the ethics program in years 2021, 2022, and 2023. This training will focus on raising awareness of ethical issues and challenges, and further strengthen the District’s commitment to addressing social, environmental, and community concerns. The training shall incorporate and reinforce all aspects of the Metropolitan Water Reclamation District of Greater Chicago’s Governmental Ethics Ordinance. The training will include two separate components: an on-line training for District employees and the Board of Commissioners; and a separate on-line training for the District’s lobbyists. The qualified vendor is expected to create an on-line class that will be placed on the District’s learning management system for users to access.
The estimated cost for this RFP is a total of $45,000.00 over a three-year agreement. The estimated cost for the year 2020 is $5,000.00, $30,000.00 for year 2021, $5,000.00 in 2022, and $5,000.00 in the final year of the contract, 2023.
A bid deposit is not required for this RFP.
Appendix A and Appendix V will not be included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

Completion October 15, 2023
Funds for the 2020 expenditure in the amount of $5,000.00 are available in Account 101-25000-601100. Funds for the subsequent years, 2021, 2022, and 2023, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 20-RFP-07.
