Dear Sir:

 

Contract documents and specifications have been prepared for Contract 14-259-5F Flood Control Project in the Vicinity of 131st Street and Cypress Lane in Palos Heights.

 

On September 19, 2013, the Board of Commissioners authorized the District to negotiate an intergovernmental agreement (IGA) with local communities and agencies to address local flooding problems via the District’s Phase II Stormwater Management Program, including the City of Palos Heights (the City). Since then, the City has performed preliminary engineering to identify and evaluate various alternatives to address flooding in the project area, and advanced final design for the preferred solution, which consists of constructing a new drainage swale and a new downstream storm sewer and outfall to Navajo creek. The proposed improvements will provide flood relief for three properties in the vicinity of the project area from the risk of flooding and reduce the impact of roadway flooding for neighboring residents.

 

It is estimated that two (2) jobs will be created or saved as a result of the award of this contract, with 1,558 man-hours of skilled trades utilized.

 

The engineers estimated cost for this contract is between $452,541.60 and $553,106.40. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $26,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 210 calendar days after approval of the contractor’s bond.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General and Heavy Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Small Business Enterprises (SBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, SBE and VBE utilization goals for this contract are 20 percent MBE, 10 percent WBE, 10 percent SBE and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Completion                                          June 10, 2024

 

Funds are available in Account 501-50000-645620 for 2023 in the amount of $20,824.00. Funds for 2024, in the amount of $482,000.00, is contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 14-259-5F.
