Contract documents and specifications have been prepared for Contract 07-162-3S, Westdale Gardens Pumping Station & Force Main, Northwest 8A, Extension A, Stickney Service Area.
The purpose of the project is to extend intercepting sewer service to the Westdale Gardens Subdivision located east of the Tri-State Toll Highway, south of Roosevelt Road in Proviso Township. The Westdale Gardens Subdivision is within the jurisdictional boundaries of the District but the local sewer system is owned and operated by the Flagg Creek Water Reclamation District (FCWRD). The flows generated in the subdivision are also treated at the FCWRD plant. An equivalent amount of flow from the sewer system tributary to the FCWRD plant is diverted to the District sewer system in the Village of Hinsdale.
The pumping station - force main system that currently diverts the flow from the subdivision to the FCWRD system was constructed in 1964 and has deteriorated. The system has failed a number of times in recent years and is in need of repair or replacement.
The District and FCWRD have entered into an agreement, under which the District will pay for the construction of a pumping station - force main system for diverting the flows generated in the subdivision to the District sewer system. Upon construction of the project, the force main will remain with the District and the pumping station will be transferred to the FCWRD for operation and maintenance.
The pumping station will be located in Dickens Street east of the Tri-State Toll Highway. The force main, beginning at the pumping station, would extend east on Dickens Street to Hamilton Avenue; thence north on Hamilton Avenue to Roosevelt Road; thence east on Roosevelt Road to Wolf Road and thence south on Wolf Road to a manhole on Northwest 8A.
The contract will not be advertised until the necessary right-of-way documents have been acquired.
The estimated cost for this contract is $2,120,000.00.
The bid deposit for this contract is $106,000.00. The contractor will perform no less than 35% of the money value of the work under this contract with his employees and facilities. The Multi-Project Labor Agreement will be included in this contract.
The contract specifications require that all work to be completed within 400 calendar days after approval of the contractor’s bond. Liquidated damages are $800.00 for each calendar day beyond the specified date for substantial completion and $250.00 for each calendar day beyond the specified date for final completion.
The Multi-Project Labor Agreement will be included in this contract.
Revised Appendix D will be included in this contract. The type of work to be performed under this contract is classified “General Construction” for the PCE utilization goals contained in the Revised Appendix D. The associated goals are 20% Minority-owned Business Enterprises (MBE), 10% Women-owned Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).

Funds are available in Accounts 101-50000-634600 and 201-50000-645600.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 07-162-2S.
