Dear Sir:

 

On December 15, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-RFP-22, Pre-employment Background Screening Services for a Three-year Period.  

 

On January 11, 2023, the request for proposal was advertised and responses were received on February 3, 2023.

 

The tabulation of proposers are as follows:

 

                     DSI MEDICAL SERVICES, INC.

                     GLOBAL INVESTIGATIVE SERVICES, INC.

                    

A review by the Human Resources committee revealed that DSI Medical Services, Inc. and Global Investigative Services, Inc., do not possess the valid Private Detective /Private Detective Agency license issued by the State of Illinois Department of Financial and Professional Regulation.  This is a requirement in the RFP document and was required to be submitted with their proposal.  Neither of the vendors provided the license and a check of the online database for the State of Illinois Department of Financial and Professional Regulation revealed no license.

 

Therefore, DSI Medical Services, Inc. and Global Investigative Services, Inc., did not comply with the license requirement and are considered non-responsive and rejected in the publics’ best interest.  Both vendors were notified of this action by the Director of Procurement and Materials Management. 

 

The Human Resources Department may re-advertise this RFP in the near future.
