Dear Sir:
On May 5, 2011, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 10-051-3D North Shore Channel Restoration Near Main Street.
In response to a public advertisement of August 3, 2011, a bid opening was held on September 13, 2011. The bid tabulation for this contract is:

Five hundred eighty-three (583) companies were notified of this contract being advertised and nineteen (19) companies requested specifications.
Lakes & Rivers Contracting, Inc./Terrell Materials Corporation, Joint Venture, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $2,898,918.00, placing the bid of $2,967,500.00, approximately 2.4 percent above the estimate.
Lakes & Rivers Contracting, Inc./Terrell Materials Corporation, Joint Venture is in compliance with the Revised Appendix D as indicated on the attached report. The protected class utilization for this contract is 22 percent Minority Business Enterprise (MBE), 11 percent Women Business Enterprise (WBE), and 11 percent Small Business Enterprise (SBE).
Lakes & Rivers Contracting, Inc./Terrell Materials Corporation, Joint Venture has executed the Multi-Project Labor Agreement (MPLA) certificate as required. It is anticipated that the following construction trades will be utilized on this project: carpenter, carpenter foreman, laborer, laborer foreman, operating engineer, operating engineer foreman, pile driver, pile driver foreman, and truck driver. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 10-051-3D, to Lakes & Rivers Contracting, Inc./Terrell Materials Corporation, Joint Venture, in an amount not to exceed $2,967,500.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds are available in Account 401-50000-645720.
