Dear Sir:

 

Authorization is requested to issue a purchase order (PO) and enter into an agreement with St. Cloud State University for a Comprehensive Assessment of the Potential for Endocrine Disruptors to Impact the Reproductive Potential of Fish Populations in the Chicago Area Waterways.  This project will be supervised by the Aquatic Ecology and Water Quality Section of the Environmental Monitoring and Research Division of the Research and Development Department, at the Lue-Hing Research and Development Complex. This purchase order will expire on December 31, 2011.

 

Under this agreement, St. Cloud State University, with Dr. Heiko Schoenfuss as the Principal Investigator, will conduct this study in three phases to determine 1) the geographic and temporal occurrence of estrogenic endocrine disruptors in the Chicago Area Waterways; 2) the occurrence and degree of endocrine disruption of wild fish populations; and 3) the likely sources contributing to any occurrence of endocrine disruption in this system.  Once completed, the study results will provide a realistic assessment of the impact of endocrine disruptors on wild fish populations.

 

St. Cloud University, the sole service provider of a Comprehensive Assessment of the Potential for Endocrine Disruptors to Impact the Reproductive Potential of Fish Populations in the Chicago Area Waterways, has submitted pricing for the services required.  The work to be performed by St. Cloud State University is for the service of individuals possessing a high degree of professional skill, where the ability or fitness of the individual plays an important part.  Inasmuch as St. Cloud State University is the only source of supply for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

St. Cloud State University is not required to register with the State of Illinois because it is a non-profit organization.

 

The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to issue a purchase order and enter into an agreement with St. Cloud State University in an amount not to exceed $328,506.00.

 

Funds for the 2009 expenditure in the amount of $112,316.00 are available in Account 101-16000-601170.  The estimated expenditures for 2010 are $109,620.00 and 2011 is $106,570.00.  Funds for the 2010 and 2011 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
