Dear Sir:
On September 1, 2011, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 08-530-3P Digester Facility Improvements, Hanover Park and Egan Water Reclamation Plants.
On November 17, 2011, the Board of Commissioners authorized to amend the Board Order of September 1, 2011, to advertise contract 08-530-3P as reported.
In response to a public advertisement of December 21, 2011, a bid opening was held on February 14, 2012. The bid tabulation for this contract is:
MECCON INDUSTRIES, INC. $1,782,000.00
INDEPENDENT MECHANICAL INDUSTRIES, INC. $1,826,000.00
IHC CONSTRUCTION & DAHME MECHANICAL, $2,042,000.00
A JOINT VENTURE
WALSH CONSTRUCTION COMPANY II $2,550,000.00
Seven hundred three (703) companies were notified of this contract being advertised and twenty-nine (29) companies requested specifications.
Meccon Industries, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $6,500,000.00, placing the bid of $1,782,000.00, approximately 72.6 percent below the estimate.
Meccon Industries, Inc., is in compliance with the Revised Appendix D as indicated on the attached report. The protected class utilization for this contract is 20 percent Minority Business Enterprise (MBE), 12 percent Women Business Enterprise (WBE), and the bidder offers MBE and WBE credits to satisfy the Small Business Enterprise (SBE).
Meccon Industries, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required. It is anticipated that all construction trades will be utilized on this contract, except for: brick masons, elevator constructors, millwrights, and piledrivers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 08-530-3P, to Meccon Industries, Inc., in an amount not to exceed $1,782,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds are available in Account 401-50000-645750.
