Title
Authority to assist various municipalities with Local Stormwater Partnership Projects

Dear Sir:
In December 2020, the District invited local governmental entities within our corporate limits to submit applications for potential assistance with local flooding issues through the District’s Local Stormwater Partnership Program. Applications were sent to chief elected officials in each jurisdiction as well as agency and other government organization officials, along with being posted on the District’s website. The Engineering Department received 16 applications between December 2020 and March 2021.
The invite was focused on applicants seeking assistance from the District in the form of engineering analysis and design of alternatives to address flooding issues in their communities. Staff has reviewed project submittals and recommend 5 out of the 16 projects for further engineering analysis. The District intends to provide assistance to evaluate potential solutions to flooding issues identified by the communities. We will also work to identify and pursue opportunities for partnering on multi-benefit projects and for coordination with other agencies to minimize cost of potential stormwater management projects. An exhibit displaying the locations of these projects is also attached.
It is hereby requested that the Board of Commissioners authorize the District to provide assistance to the communities identified on the attached list under the Local Stormwater Partnership Program. If feasible solutions to the flooding issues are identified by the District, authority to negotiate intergovernmental agreements with these communities will be sought from the District’s Board of Commissioners in the future for design, construction, operation, maintenance and other responsibilities associated with the individual projects.
