Dear Sir:

 

On June 5, 2008, the Board of Commissioners authorized the Purchasing Agent to advertise for bids for Contract 01-198-AD Demolition of Sludge Disposal Building, Rehabilitation of Pump and Blower House and Coarse Screen Building, at the Stickney Water Reclamation Plant.

 

In response to a public advertisement of August 27, 2008, a bid opening was held on October 28, 2008.  The bid tabulation for this contract is:

 

IHC CONSTRUCTION COMPANIES, LLC                     $28,490,000.00

JAMES MCHUGH CONSTRUCTION CO.                     $28,750,000.00

F. H. PASCHEN, S. N. NIELSEN & ASSOC., LLC                     $29,774,000.00

 

Four hundred ninety-nine (499) companies were notified of this contract being advertised and twenty-nine (29) companies requested specifications.

 

IHC Construction Companies, LLC, the lowest responsible bidder, is proposing to perform the contract, in accordance with the specifications.

 

The estimated cost for this contract was $23,500,000.00; placing the bid of $28,490,000.00, approximately 21.2 percent above the cost estimate.

 

IHC Construction Companies, LLC, is in compliance with the Revised Appendix D as indicated on the attached report.  The protected class utilization for this contract is 21.9 percent Minority Business Enterprise (MBE), 9.1 percent Women Business Enterprise (WBE), and the Contractor offers MBE and WBE credits to fulfill the Small Business Enterprise (SBE) participation.

 

IHC Construction Companies, LLC, has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  The construction trades anticipated to be utilized on this contract are:  Laborer, Carpenter, Mason, Equipment Operator, Pipe Fitter, Electrician, Plumber, Iron Worker, Steel Erector, and Truck Driver.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to award Contract 01-198-AD to IHC Construction Companies, LLC, in an mount not to exceed $28,490,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent.

 

Funds are available in Account 401-50000-645680, Bond Fund, and 101-50000-612680, Corporate Fund.
