Title

Declaration of an emergency affecting public health and safety and ratification of Emergency Contract 24-600-01, Upper Des Plaines 11-H Sewer Repairs and Restoration to Airy’s Inc., in an amount not to exceed $250,000.00, Account 901-66000-667220, Requisition 1620300

Body

Dear Sir:

On the afternoon of June 6, 2024, a sink hole in the roadway was discovered on Plum Grove Road between East State Parkway and Penny Lane in Schaumburg. An investigation determined that the District’s Upper Des Plaines Intercepting Sewer 11-H at this location had a partial collapse. The intercepting sewer conveys flow from local and District sewers.

In accordance with Section 11.5 of the Purchasing Act, the Board of Commissioners was polled, and tentatively declared an emergency affecting public health and safety.  To perform repairs as quickly as possible, it is requested that the Board of Commissioners ratify the agreement with Airy’s Inc., in an amount not to exceed $250,000.00.

In consideration of the above, and in accordance with Section 11.5 of the District’s Purchasing Act, 70 ILCS 2605/11.5, it is requested that the Board of Commissioners formally declare an emergency affecting public health and safety to repair the Upper Des Plaines Intercepting Sewer 11-H.

It is also requested that the Board of Commissioners fix the date on which the emergency is to terminate as July 31, 2024. A full report of the resolution of the emergency will be presented to the Board of Commissioners at a future meeting.

Funds are available in Account 901-66000-667220.

Requested, John P. Murray, Director of Maintenance and Operations, EJS:JS:SH:JR
