TRANSMITTAL LETTER FOR BOARD MEETING OF OCTOBER 15, 2009

COMMITTEE ON PROCUREMENT

Mr. Richard Lanyon, Executive Director

Title

Authority to advertise Contract 10-101-11 to Furnish and Deliver Contract Laboratory Technicians for various locations, estimated cost $375,000.00, Account 101-16000-612490, Requisition 1287578 (As Revised)

Body

Dear Sir:

Contract documents and specifications have been prepared to furnish and deliver contract laboratory technicians for various locations for a three-year period for the Monitoring and Research Department (M&R).

Contract laboratory technicians are needed to perform necessary work when regular laboratory personnel are absent due to disability, extended illness, leave of absence and vacation at any of the M&R laboratories.  Due to the current heavy workload of the laboratories, the absence of regular personnel causes an unacceptable backlog of high-priority work.  This contract will alleviate such situations.  In addition, technicians will be utilized by the Environmental Monitoring and Research Division for special field studies.

The estimated cost for this contract is $375,000.00.  The estimated 2010, 2011 and 2012 expenditures are $125,000.00 for each year.

The bid deposit for this contract is $18,750.00.

The Multi-Project Labor Agreement is not applicable to this contract because it is primarily a furnish and deliver contract.

Revised Appendix D is not included in this contract because it is primarily a furnish and deliver contract.

The tentative schedule for this contract is as follows:

Advertise:                     October 28, 2009

Bid Opening:                     November 10, 2009

Award:                     December 17, 2009

Completion:                     December 31, 2012

Funds are being requested in 2010, 2011 and 2012 in Account 101-16000-612490 and are contingent on the Board of Commissioners’ approval of the District’s budget for these years.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 10-101-11.

Requested, Louis Kollias, Director of Monitoring and Research, LK:RR:MPC:KB:op

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Procurement

Disposition of this agenda item will be documented in the official Regular Board Meeting Minutes of the Board of Commissioners for October 15, 2009
