Dear Sir:
On November 17, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 11-240-3P, Organic Waste Receiving Facility and Digester Gas Flare System Upgrade, Calumet Water Reclamation Plant.
In response to a public advertisement of December 14, 2016, a bid opening was held on February 14, 2017. The bid tabulation for this contract is:
IHC CONSTRUCTION COMPANIES, LLC $8,426,000.00
JOSEPH J. HENDERSON & SON INC. $8,792,000.00
F.H. PASCHEN, SN NIELSEN & ASSOCIATES LLC $9,164,000.00
PATH CONSTRUCTION COMPANY, INC. $9,443,750.00
Eight hundred fifteen (815) companies were notified of this contract being advertised and ninety four (94) companies requested specifications.
The District has not developed a satisfactory strategy for receiving large quantities of liquid waste organic material to justify constructing the facility at this time. Therefore, all proposals received are rejected in the public’s best interest. The Director of Procurement and Materials Management has informed all bidders of this action.
The contract will not be re-advertised. However, the digester gas flare system will be upgraded under a future project.
