Dear Sir:

 

Authorization is requested to issue a purchase order to and enter into an agreement with Tetra Tech, Inc., for Contract 19-RFP-26 Professional Environmental Engineering Services for Real Estate.

 

On August 8, 2019, the Board of Commissioners authorized Contract 19-RFP-26, Professional Environmental Engineering Services for Real Estate. On September 18, 2019, Contract 19-RFP-26, was publicly advertised and thirteen (13) acceptable proposals were received on October 11, 2019.

 

The proposals were reviewed and evaluated by a panel consisting of two members of the Maintenance and Operations Department, one member of the Procurement and Materials Management Department, and one member of the Engineering Department. The criteria for these evaluations were outlined in the Request for Proposal 19-RFP-26 and included: understanding of the project, approach to the work, cost of services, technical competence, financial stability, compliance with insurance requirements, team effectiveness, submission of all necessary licenses and permits, and compliance with affirmative action requirements. Following the preliminary evaluation of proposals, the top seven (7) proposers were determined to be the finalists and were interviewed between December 9, 2019, and December 11, 2019. A solicitation was sent to each of the finalists on January 15, 2020, for an unqualified Best and Final Offer. The Best and Final Offers were returned to the Director of Procurement and Materials Management on January 24, 2020.

 

Based on the review of the proposals, the interviews, and the Best and Final Offers, the evaluation team determined that Tetra Tech, Inc., is one of the two firms most suitable to perform professional environmental engineering services for real estate for the District.

 

The scope of work for this contract includes environmental auditing, Phase I environmental assessment, Phase II environmental investigation, wetland permitting, wetland restoration, and other environmental engineering consulting services for both vacant and industrialized District properties, in accordance with all applicable and appropriate standards, local, state or federal law, and in a manner that meets or exceeds the current ASTM standards

 

The anticipated service period will begin upon the award of the purchase order and continue for thirty-six (36) months. There is a provision in the agreement for a one-year extension of services at the District’s option, with no change in the fee schedule.

 

The deliverables will include environmental auditing reports, Phase I environmental assessment reports, Phase II environmental investigation reports, wetland permits, and wetland restoration reports. The project team will consist of a project manager, environmental engineering support staff, and four (4) subcontracted firms as additional resources.

 

Tetra Tech, Inc., is registered to transact business and is in good standing with the State of Illinois.

 

The firms 2IM Group, LLC. and Integrated Environmental Solutions, Inc., are Minority-Owned Business Enterprises (MBE). The firm Raimonde Drilling Corporation is a Women-Owned Business Enterprise (WBE). The firm Environmental Monitoring and Technologies, Inc., is a Veteran-Owned Business Enterprise (VBE). All MBE, WBE, and VBE firms will actively participate in providing services for the core elements required by the agreement. The Affirmative Action goals for this professional services agreement are 20% MBE, 10% SBE, 10% WBE, and 3% VBE.

 

The Diversity Section has reviewed the agreement and has concluded that the MBE, WBE, SBE, and VBE firms are in accordance with the District’s Affirmative Action Policy. The agreement shall be subject to the approval of the Law Department as to form and legality.

 

Inasmuch as the firm of Tetra Tech, Inc., possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement per Section 11.4 of the Purchasing Act, in an amount not to exceed $450,000.00.

 

Funds for the 2020 expenditure, in the amount of $150,000.00, are available in Account 101-66000-612430. The estimated expenditure for 2021 is $150,000.00 and for 2022 is $150,000.00. Funds for the 2021 and 2022 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
