TRANSMITTAL LETTER FOR BOARD MEETING OF MARCH 20, 2025
COMMITTEE ON PROCUREMENT
Mr. Brian A. Perkovich, Executive Director
Title
Authority to award Contract 25-664-11, Seal Coating of Roads and Patching of Pavement at the Prairie Plan Site in Fulton County, Illinois, to United Contractors Midwest, Inc. d/b/a Illinois Valley Paving, in an amount not to exceed $60,000.00, Account 101-69000-612420, Requisition 1627189
Body
Dear Sir:
On December 19, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 25-664-11, Seal Coating of Roads and Patching of Pavement at the Prairie Plan Site in Fulton County, Illinois.
In response to a public advertisement of January 29, 2025, a bid opening was held on February 25, 2025. The bid tabulation for this contract is:
UNITED CONTRACTORS MIDWEST, INC D/BA ILLINOIS $51,104.67
VALLEY PAVING
The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reason for not bidding: cannot provide the services. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $60,000.00.
United Contractors Midwest, Inc. d/b/a Illinois Valley Paving, the sole bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $60,000.00, placing their bid of $51,104.67 approximately 14.8 percent below the engineers estimate.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the worksite is in Fulton County, Illinois.
The Affirmative Action Ordinance, Revised Appendix D and Appendix V, are not included in this contract because the estimated total expenditure is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.
The contract shall commence upon approval of the Contractor’s Bond and end by December 31, 2025, or upon expenditure of available funds, whichever occurs sooner.
The contract will require approximately ten (10) people for the services.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-664-11 to United Contractors Midwest, Inc. d/b/a Illinois Valley Paving, in an amount not to exceed $60,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds are available in account 101-69000-612420.
Requested, John P. Murray, Director of Maintenance and Operations
Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:pk
Respectfully Submitted, Precious Brady-Davis, Chairperson, Committee on Procurement
