Authority to issue a six-month permit to the Illinois State Toll Highway Authority to access Main Channel Parcel 31.01 to remove surplus material in connection with ISTHA’s I-294 Mile Long Bridge Project in Willow Springs, Illinois. Consideration shall be a nominal fee of $10.00

Dear Sir:
The Illinois State Toll Highway Authority (“ISTHA”) recently completed its I-294 Mile Long Bridge Project (“Project”). As part of the Project, ISTHA acquired an easement and permit from the District on Main Channel Parcel 31.01. The easement and permit both expired April 30, 2024.
As part of the Project completion, in coordination with the District, ISTHA agreed to leave a portion of concrete aggregate on the site that could be useful for District operations. After further evaluation by the District’s technical departments, the material is substantially more than needed for site grading, road repairs, etc. This permit is recommended so that ISTHA can reenter the site to remove the surplus material as originally planned.
ISTHA has requested a new six-month permit to finish the removal of concrete aggregate material that remains on the site in connection with the Project. A nominal fee of $10.00 is recommended as is customary for government agencies using District property for a public purpose.
It is requested that the Executive Director recommend to the Board of Commissioners that it issue a six-month permit to the Illinois State Toll Highway Authority to access Main Channel Parcel 31.01 to remove surplus material in connection with ISTHA’s I-294 Mile Long Bridge Project in Willow Springs, Illinois. Consideration shall be a nominal fee of $10.00.
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.
