Authority to advertise Contract 27-651-21, Remove and Replace Pavement at Various Locations, estimated cost between $5,213,600.00 and $6,311,200.00, Account 201-50000-645750, Requisition 1660631

Dear Sir:

 

Contract documents and specifications have been prepared for Contract 27-651-21, Remove and Replace Pavement at Various Locations, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to procure services to remove and replace pavement at various District locations for a two-year period. There will be five groups: Group A for the Stickney Service Area, Group B for the Calumet Service Area, Group C for the North Service Area, Group D for the Lawndale Avenue Solids Management Area (LASMA), and Group E for the Lockport Powerhouse. Separate contracts could be awarded for each group.

 

The estimated cost of this contract is between $5,213,600.00 and $6,311,200.00. The estimated 2027 and 2028 expenditures are $2,744,000.00 and $2,744,000.00, respectively.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix V, will be included in Groups A, B, C and D of this contract. The type of work to be performed under the contract is within the “Road Construction” category for establishing utilization goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE). The individual goals for Groups A, B, C, and D of this contract are 20% MBE, 9% WBE, and 3% VBE. The Affirmative Action Ordinance, Revised Appendix D and Appendix V, will not be included in Group E of this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

The tentative schedule for this contract is as follows:

Advertise                                          October 7, 2026

Bid Opening                       November 3, 2026

Award                                                               December 17, 2026

Completion                     December 31, 2028

 

Funds are being requested in Account 201-50000-645750 and are contingent upon the Board of Commissioners’ approval of the District’s budget for 2027 and 2028.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 27-651-21.
