Dear Sir:
 
On June 7, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, 12-978-11 Terrazzo Floor Restoration at the Stickney Water Reclamation Plant.
 
In response to a public advertisement of July 18, 2012, a bid opening was held on August 7, 2012.  The sole bid was rejected, as reported at the September 6, 2012 Board meeting.
 
In response to a public re-advertisement of September 12, 2012, a bid opening was held on October 2, 2012.  The bid tabulation for this contract is:
 
TREVINO CARPET & TILE COMPANY LLC      $49,050.00
JOHN CARETTI & COMPANY      $89,100.00
 
Two hundred twenty-eight (228) companies were notified of this contract being advertised and seventeen (17) companies requested specifications.
 
The low bid submitted by Trevino Carpet & Tile Company LLC has indicated that they cannot comply with the Multi-Project Labor Agreement which is required on the contract.  Therefore, their bid is considered non-responsive and rejected.  The Director of Procurement and Materials Management has notified Trevino Carpet & Tile Company LLC of this action.
 
The second low bid submitted by John Caretti & Company is approximately 78 percent over the contract estimate and is considered too high for an award.  Therefore, their bid is being rejected in the publics' best interest.  The Director of Procurement and Materials Management has notified John Caretti & Company of this action.
 
The Maintenance and Operations Department has informed my office that they will not re-advertise this contract this year and will review the cost estimate prior to re-advertising next year.
