Dear Sir:
Requisition No. 1237487 has been submitted to the Purchasing Agent for Professional Medical Examinations, Drug Testing and Related Services for the period of May 1, 2008 through April 30, 2011. The purpose of this requisition is to provide pre-employment, return-to-work and special-request medical examinations, as well as voluntary immunizations. It will also provide drug-testing services for prospective employees, reasonable-suspicion drug and alcohol testing of current employees, and random and post-accident drug and alcohol testing of employees in the Truck Driver, Hoisting Engineer and Police Officer classifications. This contract also includes ergonomic analyses of physically demanding jobs and pre-employment screens for those jobs.
On November 14, 2007, Request for Proposals No. 07-RFP-38 was advertised. Fifty-seven (57) firms were notified, and nine (9) firms requested RFP documents. The District received four (4) proposals on December 7, 2007, from The Occupational Medical Specialists, Concentra Medical Centers (Concentra), MercyWorks
Occupational Medicine Network (MercyWorks), and Advocate Occupational Health. One additional proposal, submitted by Occu-Med, was declared non-responsive by the Purchasing Agent for arriving after the stated deadline.
A committee of four District employees, including three members of the Personnel Department and one member of the Purchasing Department, reviewed the responsive proposals. The proposals were evaluated based on the proposers’ understanding of the services requested, the approach to work and technical competence.
Based on the results of the preliminary evaluation, Concentra and MercyWorks were scheduled to make presentations and answer questions from District staff. Concentra and MercyWorks were then asked to provide unqualified “best and final offers” to the Purchasing Agent. As a result of the proposer presentations and the best and final offers, Concentra is the recommended vendor for this contract. Concentra received the highest evaluations and offered the lowest cost for its services.
Concentra has been in the occupational medical field for nearly 30 years. Concentra has approximately 190,000 employer clients nationwide, including the District. Concentra has been providing these same services to the District since 1999. In addition to providing satisfactory service, the various locations and work hours of Concentra facilities meets the District’s needs well.
In view of the forgoing, it is requested that the Purchasing Agent be authorized to issue a purchase order and enter into an agreement with Concentra Medical Centers for medical examinations, drug testing and related services, in an amount not to exceed $200,000.00. Funds are available in Budget Account No. 101-25000-612260.
